Regulatory ecosystem
The layered network of lawmakers, regulators, supervisors, standard-setters and professional bodies that together shape what a regulated organisation must do.
Overview
Most organisations picture regulation as a government agency enforcing a law. In practice, obligations come from a much wider network: legislatures that pass statutes, agencies that write and enforce rules, supervisors that examine, self-regulatory organisations that discipline members, standards bodies whose frameworks are adopted by contract, and professional and accreditation bodies that license people and institutions.
Each of these bodies can create obligations independently, and they rarely coordinate their publications. A single bank may answer to federal and state law, two prudential supervisors, a conduct regulator, a securities regulator, an SRO and the standards its partner banks require.
Understanding the ecosystem as a whole, rather than as a list of laws, is the starting point for any serious compliance programme or regulatory intelligence platform.
It connects most directly to Compliance hierarchy, Regulatory authority, The five layers of obligation and Regulatory intelligence.
Example
A payments company in New York answers to federal regulators, the New York State Department of Financial Services, its partner bank, card-network rules and PCI DSS at once.

Why it matters
You cannot manage obligations you cannot see. Mapping the full ecosystem is what stops a firm from passing the law and failing the exam.
Who it affects
Every regulated organisation, from banks and insurers to hospitals, pipeline operators and software companies that handle personal data.
Where it sits
Ten linked steps connect where you operate to the proof that you complied.

What to do about it
- 1Map where your obligations come from.
- 2Link each one to the controls and evidence behind it.
- 3Review the map whenever the business or the rules change.
From requirement to evidence.
Regulation Layer models the ecosystem as a graph: every jurisdiction, authority, law, guidance note, standard and enforcement action is a node, and every obligation records where it came from.
